Russell County OPP, with assistance from the Ottawa Police Service (OPS), have charged Hassan Dahis, 20, and Mohammed Moussa, 19, both of Ottawa, with murder and attempted murder.
The arrests and charges resulted from OPP response to a July 23 911 call in Rockland that became a homicide investigation. Police arrived at a residence in the Lemay Circle neighbourhood and found David Tobin, 42, a Clarence-Rockland resident, dead inside the premises.
Another man, age 41, was also inside the residence and had life-threatening injuries. He was taken to hospital in Ottawa for treatment.
The OPP Criminal Investigation Branch took over the case and, with OPS assistance, had four search warrants executed August 5 at four separate residences in the City of Ottawa. Dahis and Moussa were later arrested and charged August 12.
A police incident brief states that both of the accused remain in custody pending a scheduled video court hearing August 13 at the Ontario Court of Justice in L’Orignal.
