The expansion of the 417 Industrial Park in Russell Township is proceeding despite some early opposition.
The road expansion project aims to improve access to key areas within the park, optimize lot configurations for future developments, and enhance transportation efficiency throughout the industrial park.
The project is being conducted as part of a Schedule B Class Environmental Assessment, ensuring a transparent planning process that includes input from the public and stakeholders.
As part of the Township’s commitment to community involvement, a public information session was held on May 30, 2024, to present road alignment options and gather feedback. Concerns raised by residents and stakeholders focused on traffic flow, environmental impacts, and the preservation of the local quality of life. The feedback was reviewed and incorporated into the project’s planning.
To address environmental concerns, the Township conducted additional investigations, including an Environmental Assessment Study and a Natural Environment Assessment Report, to identify sensitive ecological features along the proposed road network. These studies found no significant ecological constraints, such as wetlands or woodlands, within the proposed roadway alignment, allowing the project to proceed without substantial environmental restrictions.
The Township is also conducting a comprehensive traffic study to assess the impact of the road expansion on traffic patterns both within and around the industrial park. This study aims to align future traffic management with community needs, improve safety and efficiency, and address intersections impacted by the proposed roadway alignments. Recommendations will focus on optimizing traffic flow and reducing congestion.
Based on public feedback and technical evaluations, the Township has proposed a revised road layout. The updated plan terminates the Emard Street extension with a dead-end before reaching Eadie Road. The design incorporates a rural cross-section with roadside ditches to manage stormwater and preserve the area’s natural aesthetics. Access into the industrial park from Burton Road will also be extended, aligned with Robot Street’s current right-of-way.
As part of the detailed design phase, the Township is paying special attention to the Wood Eadie Municipal Drain, which intersects the proposed road alignment. The Engineer’s Report under the Drainage Act has been updated to ensure that the culvert crossing will not negatively impact nearby natural features or ecological functions.
Additional measures are being implemented to optimize road profiles and manage excess construction soil in compliance with Ontario Regulation 406/19. Erosion and sediment control measures will be put in place to protect downstream waterways during construction.
A Stage 1 Archaeological Assessment has already been completed, revealing potential archaeological resources. A Stage 2 Archaeological Assessment is now underway to ensure the preservation of any historical artifacts or sites.
The Municipality will continue working on the Environmental Impact Study and Traffic Study, with results to be shared with the public as they are finalized. Public engagement remains a priority for the Township, and residents are encouraged to provide feedback as the studies progress and the project moves forward.
