During its August 9 meeting, Russell Township Council examined a proposal for a new set of bylaws that would allow the use of fireworks during specific dates. Fireworks were always prohibited in the Township of Russell under the Noise Bylaw unless granted an exemption by the Council, but as of September 1, 2021, that will no longer be the case. 

Consumer Fireworks are allowed between sunset and 11pm on Canada Day, Victoria Day, New Year’s Eve, and St Jean Baptiste Day, with no permit required. 

Display Fireworks and Pyrotechnic Special Effects Fireworks are allowed as long as you obtain a permit first, which includes an application process, a qualified supervisor, and an insurer. 

Certain fireworks such as fire crackers and flying lanterns are excluded from these categories and are still banned outright. Residents are asked to read the Fireworks Bylaw before purchasing or setting off any fireworks. 

“The safety of residents is a Council priority,” said Mayor Pierre Leroux in a press release. “This new bylaw will help our community celebrate special occasions with fireworks both safely and responsibly.” 

These allowances are suspended during a Fire Ban, and they’re only effective on private or commercial property. Fireworks are still not allowed in public parks.
